US to tighten rules on outbound investments to China

The United States announced Wednesday steps to restrict certain American investments in China, targeting high-tech sectors like semiconductors, artificial intelligence and quantum information technologies -- a move that could further strain bilateral ties. "The outbound investment program will fill a critical gap in the United States' national security toolkit," said a senior US government official.
